Lisbon Recognition Convention Committee Adopts Key Updates and Elects New Bureau

The 10th session of the Lisbon Recognition Convention (LRC) Committee was recently held at UNESCO in Paris. The Committee discussed key developments in higher education recognition and quality assurance, and adopted two important documents that provide updated guidance for authorities, national information centres, and higher education institutions.

Key outcomes:

  • Updated Code of Good Practice in Transnational Education – revises the 2007 version, clarifying terminology, principles, and quality assurance practices. The document provides guidance for institutions offering education across borders and for authorities ensuring that qualifications are properly recognized and quality standards maintained.

  • Revised Joint ENIC/NARIC Charter of Activities and Services – defines tasks and responsibilities of national ENIC-NARIC centres and their networks. It outlines necessary resources, staff qualifications, technical equipment, and procedures for ensuring high-quality recognition services across countries.

New Bureau (2025–2028)

The Committee also elected a new bureau to lead its work for the next three years, providing strategic guidance and ensuring effective cooperation between the LRC networks, the Council of Europe, and UNESCO:

  • Allan Bruun Pedersen – President,

  • Jenneke Lokhoff – First Vice-President,

  • Michael Ringuette – Second Vice-President,

  • Elisa Petrucci – Rapporteur.

The newly elected bureau will support the implementation of these documents and further strengthen international cooperation in higher education recognition.
