ENIC/NARIC representatives from the Baltic countries discussed integration of artificial intelligence technologies into the qualification assessment process
On September 25–26, 2025, the annual meeting of representatives of ENIC/NARIC centers in the Baltic countries took place in Viljandi, Estonia. The purpose of this meeting was to discuss the most significant issues facing the ENIC/NARIC centers in the Baltic States, share best practices, and strengthen mutual cooperation.
At the event, experts from Lithuania, Latvia, and Estonia presented topics relevant to the assessment of qualifications and their individual experiences in the assessment process. Particular attention was paid to the integration of artificial intelligence (AI) tools into qualification assessment processes, discussing both their advantages and the challenges related to data reliability. The discussions highlighted the importance of automatic recognition between the Baltic countries. The aim is to ensure smooth automatic recognition of qualifications, reducing the administrative burden and increasing mobility opportunities, while also taking into account changes in higher education systems.
The meeting participants focused on opportunities for strengthening cooperation between regional centers and the latest Council of Europe initiative – the preparation of a convention on the conditions for automatic recognition. The text of this new convention should be ready by 2027, meanwhile active consultations are underway with experts, European Commission representatives, the Benelux Secretariat, and Council of Europe member states.
It was also discussed that in the future, efforts will continue to be made to implement the documents establishing the Global Convention by 2027. Therefore, recommendations will be prepared on articulating the links between global and regional conventions, ensuring the quality of transnational education, and recognizing the qualifications of refugees and undocumented persons.
The participants shared practical examples of how complex cases are resolved when assessing both secondary and higher education qualifications. In recent years, such situations have arisen in relation to qualifications from third countries – Nigeria, Haiti, but also from the European region – the United Kingdom, Denmark, Sweden, Ukraine, and Russia. It was noted that attempts to use diplomas purchased in Russia have become more frequent again. Special attention was paid to the education systems of India, Bangladesh, and Pakistan and their applicants. The participants discussed potential common practices and methods for dealing with such cases in all Baltic countries.
The Lithuanian ENIC/NARIC center was represented at the meeting by Aurelija Valeikienė, Deputy Director of the Center for Quality Assessment in Higher Education (SKVC), and three employees of the SKVC Qualifications Assessment Division: Chief Officer Agnė Rymkevičiūtė, Chief Officer Justinas Gaigalas, and Chief Officer Gintarė Karaliūtė. Such meetings contribute to the improvement of the common qualifications assessment system and promote regional cooperation, which is particularly important in a rapidly changing world.
