Fit-for-Purpose external quality assurance framework through Nordic-Baltic Peer Learning
The Nordic Council of Ministers Office in Lithuania has officially announced the projects awarded funding under the Nordic–Baltic Mobility Programme for Public Administration. As one of the selected projects, SKVC will implement a project "Peqa-Frame" to design fit-for-purpose higher quality assurance frameworks through knowledge exchange with partners from Finland, Sweden, and Norway.
The project aims to exchange knowledge and learn from peer experience about developing fit-for purpose external quality assurance frameworks while addressing the common needs in aligning to the revised The Standards and guidelines for quality assurance in the European Higher Education Area and to support the ongoing efforts to develop effective external quality assurance frameworks in higher education.
The main project activities would be group study visits to the Finnish Education Evaluation Centre (FINEEC), the Norwegian Agency for Quality Assurance in Education (NOKUT) and the Swedish Higher Education Authority (UKÄ) to exchange experiences, lessons learned and good practices concerning specific aspects of developing and implementing external quality assurance frameworks.
The topics of particular interest to all participants that will be discussed during the visits include:
various approaches to quality compliance and enhancement pursuits in external quality assurance models;
developing more balanced and targeted procedures of external quality assurance that account for the diversity of higher education institutions;
reducing overlap and fostering greater synergies among various procedures of external quality assurance;
placing increased emphasis on internal quality assurance, with greater responsibility delegated to higher education institutions;
- integrating evidence and data-driven risk-based approach into the framework.
Three-day visits have been planned to FINEEC and NOKUT, while UKÄ invited SKVC team to take part in its Staff Mobility Exchange Week that will involve several quality assurance agencies, strategic partners of UKÄ. The project is funded by The Nordic–Baltic Mobility Programme for Public Administration.
