Updated Rules for the Licensing of Formal Vocational Education and Training Enter into Force as of 1 September 2026
The updated Rules for the Licensing of Formal Vocational Education and Training enter into force as of 1 September 2026. The Rules set out the procedures for issuing, supplementing, and amending licences for formal vocational education and training, as well as the conditions for licensed activities and the supervision of compliance with those conditions.
The updated Rules revise the requirements for documents submitted with an application, including documents demonstrating the qualifications and preparedness of vocational teachers, as well as the compliance of training locations and material and methodological resources. The Rules also introduce a definition of a training location, clarify the circumstances under which an on-site inspection may be carried out during the expert assessment process, and establish a 30-working-day time limit for the Qualifications and Vocational Education and Training Development Centre to complete the expert assessment.
Please note that applications submitted on or before 31 August 2026 will be processed in accordance with the Rules that were in force at the time of submission. Applications submitted from 1 September 2026 onwards will be assessed under the updated Rules.
