Upon receiving the application, the Ministry of Education, Science and Sports verifies the completeness of the submission:

  • If documents are missing, the institution is notified within 3 working days, with a deadline of up to 20 working days to rectify deficiencies. Failure to comply results in termination of the process.
  • If all required documents are provided, the Ministry of Education, Science and Sports:
    • Sends an official acknowledgment of receipt.
    • Requests an assessment from the State Security Department within 30 working days to determine if the proposed activities pose any national security threats.

If no security threats are identified, the Ministry of Education, Science and Sports forwards the application to the Centre for Quality Assessment in Higher Education within 3 working days. If a security risk is found, the Minister of Education, Science and Sports denies the permit and informs the institution and the Register of Legal Entities within five working days.

The Centre for Quality Assessment in Higher Education in accordance with its established procedure, conducts an expert evaluation within 4 months to assess whether the institution's infrastructure, personnel, and planned study programs meet the legal and quality requirements. The findings are submitted to the higher education institution or branch.

The Minister of Education, Science and Sports makes a final decision within 25 working days of receiving the Centre for Quality Assessment in Higher Education conclusions. The decision is communicated to the institution, the Register of Legal Entities, and the Centre for Quality Assessment in Higher Education. If approved, the permit is sent via registered mail or delivered to an authorized representative.
