Submission of application
A higher education institution or a branch of a foreign higher education institution seeking a permit to conduct studies and related activities must submit an application in the official state language to the Ministry of Education, Science and Sports of the Republic of Lithuania.
The application must include:
- A formal request for the issuance of a permit, specifying the institution’s name, legal form, legal entity or branch code, registered office address, contact details, and details of departments located in other municipalities or countries. It must also include the position, name, and surname of the head or an authorized representative submitting the application, along with the submission date.
- A commitment to initiate at least three fields of study (for universities) or two fields of study (for colleges) within 12 months of permit issuance, ensuring that at least half of the study programs are conducted within Lithuania.
- Descriptions of the planned study programs.
- A detailed outline of planned international level fundamental and applied scientific research, experimental development, and/or professional artistic activities (at the university), and applied scientific research, experimental development, and/or professional artistic activities (at the college).
- A financial plan and measures to ensure obligations to students in case of institutional closure.
- A description of available and anticipated material resources for study and scientific/artistic activities.
- A list of intended academic and administrative staff, including their qualifications and commitments to participate in study-related activities.
- A description of the internal quality assurance system.
- Copies of establishment documents (more detailed information on the establishment and registration of institutions can be found on the website of the Centre of Registers), except where such documents can be retrieved from state registers by the Centre for Quality Assessment in Higher Education.
Additional Requirements for Foreign Branches:
- A document from a competent authority confirming the legal operation of the foreign institution and the lawful implementation of the study programs in the country of origin.
- A letter from the foreign country's study quality supervision authority regarding the quality oversight of the study programs at the branch.
