Complaints Related to Financial Aspects of Studies Do Not Fall within SKVC’s Competence

The Centre for Quality Assessment in Higher Education (SKVC) reminds that it examines complaints solely in relation to the quality of studies. Complaints concerning admission fees, tuition fees, study financing conditions, refunds of fees, or other financial or contractual obligations do not fall within SKVC’s competence. Such issues must be resolved directly between the applicant or student and the higher education institution, in accordance with their contractual relationship and applicable legislation.

The complaints received by SKVC in 2026 indicate that uncertainties persist regarding the submission of financial complaints. During 2026, SKVC received and examined 11 complaints (excluding repeated submissions). 9 of these complaints concerned civil legal relations, including refunds of study or administrative fees, termination of study agreements, or other financial matters. Such complaints are not examined by SKVC, in accordance with the Procedure for the Consideration of Complaints and Submissions Regarding the Quality of Studies at the Centre for Quality Assessment in Higher Education, approved by the Director’s Order No. V23 of 20 April 2026.

The remaining 2 complaints fell within SKVC’s competence and were related to study quality issues, including the application of study process organisation procedures and possible academic or procedural irregularities. These complaints were examined in accordance with the procedure established by the legal acts of the Republic of Lithuania.

A significant proportion of the submitted complaints related to financial matters indicates the importance of assessing whether an issue falls within the competence of SKVC or whether solutions should be sought elsewhere.
